Minutes of Meeting
held on 14th December 2016
Present: Tony Geeson (Chair), Anthony Powers, Liz Morawiecka, Keith Ray.
In attendance: Ward Cllr Bob Matthews, Preb Rob North. Graeme Adkin (Clerk).
1. Apologies for absence
1.1 Jackie Morris, Lorraine Lewis
2. Declarations of interest & requests for dispensations
2.1 Councillors signed the attendance book.
2.2 No declarations of interest or requests for dispensation.
3. Minutes of meeting 16th November and matters arising
3.1 Minutes were agreed (minor typo error corrected), and signed.
3.2 Matter arising: – nothing yet heard from Hereford City Council regarding speeding along KAR, though Cllr Matthews reported that a recent speed check near Wyevale demonstrated that speeding traffic was not an issue.
3.3 Anthony advised that he has recently reported an incident of fly-tipping to Mike Gill.
4. Clerk’s report, including bills to pay
4.1 Clerk gave details of the financial statement as at 4th November.
4.2 Cllrs approved payments as follows:-
St Michael’s Church £900.00
Groundworks (reimburse NDP grant) £1,879.00
Royal British Legion £30.00
Clerk salary (December) as agreed by Parish Cllrs
HMRC (PAYE) £267.20
4.3 Cllrs signed cheques, initialled invoices and bank statements to verify amounts reported.
4.4 Clerk reported on works undertaken by the Locality Steward and also provided update on specific concern raised with Herefordshire Council.
5. Other Reports
Ward Cllr Bob Matthews
5.1 Work will start on the remedial works to prevent flooding at Fayre Oaks.
Police
5.2 Clerk advised the Cllrs that Breinton was not mentioned in the December police report.
Footpaths Officer
5.3 No report.

5.5 No report.
6. Neighbourhood Plan
6.1 No option for recreational land as yet, but would consider registering such an area a Community Asset if it does. Cllrs agreed to approach the Breinton Charities to gauge their interest / obstacles in taking on further land holdings.
6.2 Follow up data for environmental surveys are likely to be left for individuals to pursue, so will remain aspirational at this stage.
6.3 Keith Ray to take a lead on working for a conservation area, probably around Lower Breinton.
6.4 Consider options for nature reserve and / or recreational area for local children.
6.5 Cllrs agreed to pursue ‘quiet lane’ designation
7. Precept
7.1 Cllrs discussed revised figures, showing £720 shortfall in funds.
7.2 Tony proposed that the precept be increased by the shortfall of £720 to £11,465 for 2017/18. Keith Ray seconded. Cllrs unanimously agreed the proposal.
8. Breinton Springs Interpretation Board
8.1 Location of new Interpretation Board discussed. Preferred option seems to be by the gate, where the (top) footpath from Warham approaches the mound. The alternative would be by the lych-gate, but not deemed appropriate. Need to confirm with NT.
8.2 Photos & drawings for IB – to be obtained and considered.
9. Lengthsman
9.1 Cllrs agreed further works for lengthsman.
10. Planning
Recent decision
10.1 Clerk advised that permission granted for application 161329 – land south of KAR – site for 8 dwellings with access (including 3 affordable units) – agreed with conditions.
10.2 Cllrs agreed to remind Hfds Council officers a) of the local housing needs survey, and b) the need to ensure that the orchard (which was a condition of the first application) and not wanting it to be negotiated away as part of the second application particularly as the orchard would appear to have been going on the second site.
10.3 Cllrs will also want to be consulted on reserved matters etc
Applications considered by Cllrs,
10.4 163771 – Crinkham Cottage, Breinton – proposed side extension. Cllrs agreed no objections to this application.
